§ 8-1. Permit fees.

  • (a)

    Established; applicability. Notwithstanding any provision of the technical codes adopted by reference herein, any permit fee required under this chapter shall be established in the schedule adopted and from time to time revised by ordinance of the city council, which is kept on file in the office of the city clerk. Permit fees shall be applicable to any construction the cost of which shall exceed $100.00.

    (b)

    Standard for determination. Permit fees shall be established on the basis of the cost of construction, and the standard to be applied in the determination of such building permit fees shall be as follows:

    (1)

    The cost of construction as reflected by the building contract entered into between the building contractor and the party contracting for the work to be done.

    (2)

    An estimated cost of construction based upon the construction blueprint submitted by the party applying for the permit.

    (3)

    A permit may be issued where a licensed contractor submits a sworn affidavit of costs, in form approved by the city manager, under that circumstance where the contractor is building for speculation purposes or is engaging in construction for his own personal use.

    (c)

    Expiration: renewal. The expiration date of each building permit shall be one year from the date of its issuance.

    (1)

    Under such circumstances where the planned construction has not been completed and the permit period has expired, a renewal permit shall issue upon the application of the permit holder, or his agent, or the owner of the property upon which the construction is being performed.

    (2)

    The renewal permit fee, using the original permit fee as the basis, shall be prorated, with the charge to be imposed upon the work remaining to be done in order to complete the project, as follows:

    a.

    Seventy-five percent of the base fee where 25 percent or less of the work has been completed;

    b.

    Fifty percent of the base fee where 50 percent or less of the work has been completed;

    c.

    Twenty-five percent of the base fee where more than 75 percent of the work has been completed;

    d.

    A minimum renewal fee of 25 percent of the base fee where 75 percent of the work has been completed, but the project yet remains unfinished, and is still subject to a final inspection;

    and there is no substantial change in the original plan for which the original permit was issued, all in the judgment of the building inspector.

    (d)

    Schedule of building permit fees:

    Any permit fees not specifically listed within this fee schedule will be determined by the Building Official or his designee based on similar or equivalent permit types

    Refund Policy of Permit Fees
    Any refunds must be requested in writing within one year of the permit issuance date.
    The application fee (included in every building permit - $25.00) is non-refundable.
    The cost for plan review is 10% of the Bldg. Permit fee for residential. The cost for plan review 20% of the Bldg. permit fee for commercial. Both fees are not refundable.
    No refund shall be granted if work has commenced or if the permit has expired.
