§ 3-21. Placing or throwing in vehicles.

It shall be unlawful for any person to place any handbill or similar form of advertisement on a vehicle in a manner in which it is likely to be carried or deposited by the elements upon any adjoining premises, street or sidewalk or other public place of upon private property.
